Cartel Leniency and Immunity Policy

The Commerce Commission’s Cartel Leniency and Immunity Policy allows the first qualifying member of a cartel to obtain immunity from civil and, in some cases, criminal proceedings.

The policy is designed to encourage early disclosure and help dismantle illegal arrangements such as price‑fixing, bid‑rigging, and market allocation by offering immunity in exchange for full cooperation.
